I have to acquaint you that an application has been received from the Peruvian Charge d'Affaires at this Court, for the issue of an Exequatur to Don Cesar del Rio as Peruvian Consul at Hong Kong. As this Gentleman appears to be resident in the Colony under Government, I have to instruct you to report to me whether you are aware, or not, of any objection to his appointment, and if not, you will recognize him provisionally in that capacity until the arrival of the Exequatur.
